I understand your frustration. Let me just say, I understand your frustration, but when I took office, the United Nations was already there. Their job was to try to provide humanitarian relief. Since I have been there, the U.S. took the lead in providing the longest humanitarian airlift in history, longer than the Berlin airlift after the Second World War. We pushed NATO to get more actively involved. We have been actively involved. We have made some progress. There is still a war on the ground. The Bosnian Government has a bigger army than the Serbs do, but the Serbs have the heavy artillery. We tried to take the heavy artillery away from Sarajevo. That has worked so far. But until they reach an agreement, both sides are still fighting on the ground. Yes, Gorazde has been attacked by the Serbs; the Bosnian Government's also made some military gains elsewhere. Do I think what the Serbs did was right? No, I don't. The United Nations recognized Bosnia. Should they have never imposed an arms embargo on them? I don't think they should have. But right now we are doing everything we can to bring an end to the war on terms that provide the Bosnian Muslims and the people who want to be part of a multiethnic state the best deal we can possibly get, given the circumstances as they exist. And that's the best we can do. The United States cannot go over there unilaterally, send its forces in, and start fighting on the side of the Bosnian Govern- ment.
