Thanks, Bill. Representative Kildee. Mr. President, I think this ranks historically with the Elementary and Secondary Education Act of 1965 under Lyndon Johnson. And Bill Ford was there at that time, passing that bill, too. And we're really grateful to Bill for it; we're going to miss him in the Congress.
