“Well, I think that racially balanced schools or racially diverse schools are good for the students. And in terms of how that is done, that's really a question to be resolved on a State-by- State basis. But one of the things we have tried to do at the national level is to change the school funding formula for Federal aid so that we give relatively more money to the schools that have a larger number of low-income children. And very often that means a more racially diverse population. That is about all we can do at the national level, besides enforcing the civil rights laws, which I intend to do very vigorously. But I think in every State, since we live in a country that is so multiracial and multicultural, it is better if children go to school with people of all different racial and ethnic backgrounds.
