He's wrong. Keep in mind, why didn't I--I didn't have to veto anything in the last 2 years because it was only the third Congress since World War II, only the third Congress since World War II when a President passed more than 80 percent of its programs in the Congress. That's only happened--President Eisenhower did it, President Johnson did it, and I did it. The Congress did not send me anything they knew I was going to veto. So there was no need to veto. Secondly, the abuse of the filibuster--and I say that advisedly, there has been an abuse of the filibuster, which means that one more than 40 Senators can hold up any bill--reduces the number of bills coming to the President's desk---- Ms. Woodruff. On which side are you talking?
