“I would like to ask today that Senator Kohl and other members of the Appropriations Committee give consideration to a matter of great importance to me. Few would disagree that we are living in an increasingly complex world. It is a world dominated by technological innovation but still ruled by the most basic of needs. Two years ago, New York was chosen for a special pilot program related to the Food Stamp Program. Since the food stamp program changed to the debit card system, farmers' markets across the country have been left out of the food stamp program. Lacking electricity or the necessary phone lines to hard wire the terminals needed to process the new food stamp cards, farmers' markets have been forced to refuse business, while food stamp recipients have been denied the opportunity to patronize local fresh markets.”
