I think that Mr. Milosevic did this because he thought it was in his interest. And I'm glad Mr. Rugova is free, but I want over one million Kosovars to be able to go home. And I think we should do what is necessary--the most important good will gesture NATO can make, and the European allies, the United States, and Canada can make, is to do whatever is necessary to resolve this as quickly as possible. That's the most humane thing we can do, and that's what I intend to do.”
