“Well, let me just--if I give you all the details of my program Tuesday, you won't cover me Tuesday, and then I'll be bereft. [Laughter] What we should do is, first of all, make sure that the integrity of the basic system is strengthened, because there are a lot of seniors who depend upon it. And from my point of view, that means making sure that it's good for at least another quarter century. So that's the first thing we need to do. And to do that, we're going to have to bring in more pressures from competition and other things to modernize it. Then we should offer a drug benefit, but we should do it--to go back to the former question I was asked, your question--we should do it in a way that we're quite clear that it won't and can't break the bank, that we'll be able to monitor its cost and see how it's going.
