Democratization in Haiti October 18, 1993 To the Congress of the United States: Pursuant to section 204(b) of the International Emergency Economic Powers Act, 50 U.S.C. section 1703(b), and section 301 of the National Emergencies Act, 50 U.S.C. section 1631, I hereby report that I have again exercised my statutory authority to issue an Executive order with respect to Haiti that, effective 11:59 p.m., e.d.t., Monday, October 18, 1993, that: (a) Blocks all property in the United States or within the possession or control of United States persons, including their overseas branches, of persons: (1) who have contributed to the obstruction of the implementation of United Nations Security Council Resolutions 841 and 873, the Governor's Island Agreement of July 3, 1993, or the activities of the United Nations Mission in Haiti; (2) who have perpetuated or contributed to the violence in Haiti; or (3) who have materially or financially supported any of the foregoing; and (b) Prohibits any transaction subject to U.S. jurisdiction that evades or avoids, or has the purpose of evading or avoiding, or attempts to violate, the prohibitions in the new order, or in Executive Orders Nos. 12775, 12779, or 12853, except to the extent now authorized pursuant to the relevant Executive order. I am enclosing a copy of the Executive order that I have issued.…
