That is, they may have a job, but they think they're never going to get a raise, they could lose their job; they're afraid they're losing their health care; they feel personally insecure because there are so many changes going on in this country. One of the things that's going to take us a few years to work through is how to make sure that you get investment to areas where there isn't any investment, mostly inner cities and rural areas, and how do you give people a sense of security--even if they don't get to keep the same job they got, they'll get another one.
