I pledged to the American people that I would do my best to fulfill the campaign commitment of 1992 to change the way Washington works.
This is a new economic direction for our country.
The plan also gives other incentives to business for new plant and equipment, to invest in research and development for high-tech firms.
California will get a good number of them.
