we must develop a visa system that is not only fair but also good for America. That is why tonight, I voted against an amendment that would have raised the cap on H-1B visas without providing many of the safeguards that are necessary to the H-1B visa system. While we must maintain our competitive edge in the world by bringing in the world's most talented and keen minds, we also must take steps to ensure that the program is not abused and does not displace U.S. workers. I look forward to working with my colleagues in the coming months to achieve comprehensive H-1B reform that will improve the program in a balanced and fair manner. I also want to express my profound disappointment that this and other unrelated issues were permitted to slow down and distract from the important work of helping more students achieve the dream of a college education. The Higher Education Access Reconciliation Act was not the place to legislate these issues and only jeopardized our ability to help millions of students who await the passage of this bill and the $17.3 billion increase in student aid that it provides.
