“Is it further correct that among those items the Senator has reviewed, studied, and analyzed for the validity of their claims and the importance of their priorities, was a recognition we had some additional work to do because of the terrible attacks of September 11? And as a Senator from New York, I want to pause for a moment and acknowledge with great gratitude the leadership of the Senator from West Virginia in this body and the response of this Nation. We had some unfinished business that we learned about because of those horrific attacks on September 11, which the Senator from West Virginia is attempting to address.”
