Well, of course we can. One of the things that this health care bill will do, either one of them, would be to cover more prenatal care. One of the biggest problems we have in the United States, with about one in six of our people without health insurance, is that a lot of people don't get preventive care when they should. It is true that when women see the doctor several times before their babies are born, the babies are far more likely to be born healthy and at normal birth weight. And that is a focus of both bills. Senator Mitchell's bill, because of the phase-in time, went out of its way to try to take care of that issue. Syria
