If you're not employed and you're on public assistance, you're eligible for health insurance from the Government under the Medicaid program. In almost every State in the country, the Medicaid program reimburses doctors at less than their cost of providing the service. But when you see a young woman with a baby like that, it makes you sick; it makes you want to cry. So what she's asking is, ``Okay, I had insurance, but nobody took me anyway; how are we going to fix that?'' The answer is that under our program people on Medicaid would be covered under the same plans that people who are privately employed would.
