“I believe we will be able to develop a network to deal with them. The Panamanians will have to explain their own actions and their retraction of their former position. That is not for me to do. But I will say this: I appreciate what Grenada, Antigua, Dominica have done in agreeing in principle to help us with this. And Mr. Gray is working hard with them and with others to develop a network which will permit us to deal with those who are seeking safety. And I think we'll be able to do that.”
