“Well, I haven't agreed to any specific enforcement mechanism. But one of the things that has been of some controversy is the--obviously the Mexicans have not wanted to accede control of their national sovereignty to the United States and vice versa. So the Mexican, Canadian, and American negotiators have been struggling to find a way to adopt an agreement that had some teeth in it, that has some enforcement provision, at least if there were a pattern and practice of violation on their part or on ours. And I don't think they have finalized that. Until they do, I can't really say more.”
