On the recordJuly 3, 1998
My message is that the United States is on your side, and we did our best. We're on the side of free speech. We're on the side of not putting people who dissent in prison. We're on the side of letting people who only dissented and exercised their free speech out of prison, and that we believe that this new, heretofore unprecedented open debate about this matter will lead to advances. We think that it's going to take a lot of discipline and a lot of effort, but we believe that this strategy is the one most likely to advance the cause of free speech and free association and free expression of religious conviction, as well.
