First of all, I think it's important that we not place too much importance on the momentary event, the day-to-day events, not because they're not heartening today, they are, but because it's difficult to know what's going to happen from day to day now. I have said always that I am proceeding to the summit with President Yeltsin with the firm intention of working with him and trying to propose some things that the United States can join with Germany and the other G-7 countries. And doing that will be helpful in the short run and in the long run in promoting democracy and market economics and an improvement in the difficult economic situation they face.
