There is nothing specific. What I want us to emphasize is the Cuban Democracy Act was a very carefully drawn bill of balance, of sticks and carrots--not carrots and sticks, sticks and carrots. It toughened the sanctions on the front end but provided for the United States to take appropriate, carefully calibrated actions in return for things that might be done within Cuba to open the country politically and economically.
