We do have to lead the world, and there is a very serious problem of systematic ethnic cleansing in the former Yugoslavia, which could have not only enormous further humanitarian consequences, and goodness knows there have been many, but also could have other practical consequences in other nearby regions where the same sorts of ethnic tensions exist.”
