That's just what we did do. The Joint Chiefs wanted to meet with me on that and other issues. I met with them. Senator Nunn got into this because I asked him to. I hate that it was written, particularly in Georgia, that there was some conflict between us. I asked him to help me craft a resolution to do what the Joint Chiefs asked, which was to review it for 6 months and to put it off. We did our best, but there were others in the Senate, mostly Republicans, who just wanted to debate it to death because they thought it was hurting the other efforts we were making. And now we're on the economy, and that's where we ought to stay. Mr. Bonds. Mr. President, we're going to switch now to Atlanta, a little bit closer to your hometown part of the country.
