They want the United Nations group to be able to talk to Saddam Hussein and to be able to speak directly and frankly. But Mr. Butler has, in his tenure, has done a good job of doing the inspections, and he made it clear that the U-2 flights would be resumed. I personally felt that it was important. So I think that you've got to say that Mr. Butler's got a good record of doing these inspections, that he's aggressively determined to stop the development of a weapons of mass destruction program, and he did say the flights would be resumed.
