How do I want small business to contribute? Well, first of all, an enormous amount of our economic growth in the last 3 years has come out of growth in trade. And one of the problems we're having with our own recovery is that economic growth is virtually nonexistent in Asia and in Europe--at least in Japan and in Europe, not in the rest of Asia. China is growing rapidly. One of the things that we can do to increase exports is to organize ourselves better in the small business community. The Germans, for example, have enormously greater success than do we in getting small and medium sized businesses into export markets. And one of the charges of my whole trade team is to organize the United States so that we can do that. That's one of the things the Commerce Secretary is working on. Northern Ireland
