On the recordApril 20, 1994
Well, I do believe that we ought to dramatically increase our assistance, which we will do. I think we ought to dramatically increase our private investment in South Africa, which I intend to work on. I think we ought to do what we can to mobilize the resources of other nations to also contribute. And I intend to spend a lot of time and effort on that. I don't know that I would say it's exactly like the Marshall plan or that that is exactly what is needed, but it's obvious that a lot of money, a lot of investment, and a lot of opportunity is going to be needed to sort of jump-start South Africa. It's a very rich country. And I think that the promise of this new democracy is that people will be able to live up to their potential. And I intend to do what I can to be a strong partner in that.
