That the United States, perhaps more than any other country in the world, consistently and regularly raises human rights issues. There was a discussion of human rights issues in the meeting with President Jiang Zemin this morning in which a number of specific things were raised and in which we made it absolutely clear that in order for the United States' relationship with China to fully flower, there had to be progress on all fronts. So I think it was quite clear. And as I said, I have met with President Soeharto before; I have met with these other leaders before. Wherever there is a clear human rights problem, I have tried to address it and will continue to do so and use whatever influence we can in a positive way. United Nations and Foreign Aid
