Well, yes. If you read the whole report, it's very interesting what it says. It says that the accumulation of the policies and the politics of the country are increasing the death rate of children every month. And I am very concerned about it. We feed over 650,000 people a week in Haiti. When I read the story, the thing that I was really concerned about--we could increase that if we need to. That is, if malnutrition is a problem, we can increase the delivery and the distribution of food. I was particularly concerned when I saw the story--and we had a meeting on it, the national security people, the next morning--about the people saying that they were supposed to get medicine and they couldn't, because we thought when we did the embargo that we had taken care of that. So I asked our people to go back immediately and see what we could do to improve the delivery to the country and the distribution of medical supplies and medical care. And I would like to be given at least a while to try to see if we can't deal with that issue. I was very concerned about the report. On the other hand, the people of Haiti need to know that the reason this embargo occurred is because of the police chief, Mr. Francois, and because of General Cedras and because they welshed on the Governors Island Agreement. The United States was willing to insist on full compliance of the Governors Island Agreement, including the amnesty provisions from President Aristide and from the Malval government, and they were willing to go along with it.
