First, let me comment a little on that. The Inspector General's report details conduct which is wrong and which has no place in the armed services. And I expect the report to be acted on in the appropriate way. I also want to say to the American people and to all of you that the report should be taken for what it is, a very disturbing list of allegations which will have to be thoroughly examined. It should not be taken as a general indictment of the United States Navy or of all the fine people who serve there. It is very specific in its allegations, and it will be pursued. The only thing I said to the Secretary-designate of the Navy and the only thing I should have said to him, I think, is that I expected him to take the report and to do his duty.
