I stand here today in full support of House Joint Resolution 58 and Senate Joint Resolution 21, resolutions expressing Congress' disapproval of the President's certification to Congress that Mexico has fully cooperated with United States antinarcotics efforts during the last year. The importance of Mexico's full cooperation with United States antinarcotic efforts cannot be overstated. Drug use among American teenagers has nearly doubled in the last 5 years. Most importantly, more than 70 percent of illegal narcotics entering the United States comes from the Nation of Mexico. However, on February 28, the Clinton administration certified that Mexico cooperated fully with United States efforts to combat international narcotics trafficking during 1996. The facts unequivocally show that Mexico has not fully cooperated with the United States. Seventy percent of the illicit drugs that enter the United States still enter through Mexico.
