As you know, according to the 2000 Census, Arkansas' Hispanic population grew by 337 percent over the course of the past decade, a rate of growth which is believed to be the fastest in the nation. In the Third Congressional District, where the Fort Smith office is located, Hispanics now comprise 5.7 percent of the total population. This phenomenal growth is shown even more poignantly when one considers that the Northwest Arkansas county which is home to the University of Arkansas, Washington County, experienced a 629 percent increase in its Hispanic population. Needless to say, this influx of new immigrants is putting a significant strain on the provision of basic immigration services.
