“We do. Whenever we imposed the income tax in Arkansas, we required a supermajority in order to increase it, a supermajority of both houses of the general assembly, and so with that we have not turned to increasing the income tax. It is very difficult to do. It is not impossible to do it. Because it takes a bipartisan effort to do it. You have to have a broad base of support to do it. So it is not a hurdle that cannot be risen over but it is something that slows down tax increases. It has worked well in Arkansas. It has served our State well.”
