it is interesting, back on March 30, 1993, George Stephanopolos, said the President's proposal would try to preserve flexibility of the States to make these tough decisions, but, in fact, they issued an Executive order that resulted in the striking of a constitutional provision in our Arkansas Constitution, voted on by the people of the State of Arkansas, stripped because of a bureaucrat's order out of Washington, DC. That is wrong. That is why we need this provision.
