That is exactly correct. That passed by two-thirds. It was done then, and it can be done. And so the argument that a two-thirds majority requirement, a supermajority requirement for raising taxes puts an impossible burden on this Congress to raise taxes is really fallacious. I do not think it has merit. I think it is really a question of whether you believe that the American people are overtaxed or not. I believe, as I know the gentleman does, that they are overtaxed. We need to turn back the tide.
