if I understand the point the gentleman is making, if you have an incumbent, a United States Congressman who has $1 million in his war chest, and he is very, very difficult to compete with financially and you have a challenger, he can raise money individually, but that the party can put more money into his campaign to make that race more competitive. Is that what you see in this bill?
