“I rise today to pay tribute to my long-time good friend and colleague, Chairman Bill Natcher of Kentucky, who passed away in March. Much has been said about Bill Natcher's outstanding career as a congressman and much has been said about his matchless voting record. Certainly, he was one of the most respected and dedicated Members of the Congress to ever serve our Nation. And, it's likely that his long, unbroken voting record will never be beaten. But, most importantly, Bill Natcher was a wonderful person who cared deeply about his family, the people of his district, his State and Nation. He devoted himself to them and served them with great dignity and integrity. Bill Natcher was highly principled, always a gentleman and set very high standards throughout his 40 years in Congress. He will always be an excellent role model in every respect, not only for current Members, but also for future Members and anyone else who serves in public office. On many occasions, I saw Bill stand up for what he believed in. He did it with determination and firmness, but also, with good manners. In his role as chairman of the House Appropriations Committee, he served with great tact, diplomacy and leadership. I was impressed with the time, energy and devotion he gave to corresponding with his grandchildren each week. I predict that his record of events spanning his 40-year congressional career will make excellent reading.”
