“What I am speaking about, and I think there is agreement on both sides of the aisle, that when you have a housing project where a large percentage, even a majority of the young men that grow up in that housing project end up in a State penitentiary, we need to do something different. We don't need to delay. Whether it is by renovating a unit that 2 years from now is slated for demolition, we just don't think that is the wisest use of taxpayer money. And I do see that to do that, we are going to have to have vouchers and continue people on section 8 if we are to do long-term solutions. I think the gentleman from North Carolina made a valid point when he said that. That is something that should not be rejected out of hand.”
