I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of title XII, add the following new section: SEC. 12317. IMPROVED DEPARTMENT OF AGRICULTURE CONSIDERATION OF ECONOMIC IMPACT OF REGULATIONS ON SMALL BUSINESS. The Secretary of Agriculture shall complete procedures consistent with the requirements of subsection (b) of section 609 of title 5, United States Code, whenever the Department of Agriculture promulgates any rule which will have a significant economic impact on a substantial number of small entities. The Acting CHAIR. Pursuant to House Resolution 271, the gentleman from Alabama (Mr. Bachus) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Alabama.
