I appreciate the remarks of the gentleman from Illinois. I believe this is a noncontroversial amendment. It will encourage local governments to undertake repairs and remedial efforts. And I believe it is a fair, equitable change in the bill to reward local and State governments for their efforts. With that, I would recommend passage of the amendment.

In this economy, the last thing we need is to make it harder for businesses to operate and employ workers, and by that I mean legitimate businesses.
So this is to not create any kind of double taxation or deprive any particular state of the ability to collect income tax.
