I would like to thank the gentlewoman for yielding, and as someone who served as ranking member for this subcommittee back several years ago, I just want to express my support and the work for the Open World Leadership Center than the opposed amendment offered by the gentleman from Texas. I am sure it is well intended, but I do want to say that I think that this amendment is not going in the right direction. We do need to keep this partnership. It is a partnership. It is a relationship that has developed with these former Soviet countries. I think it is very important. It has served us well. It is a program that a lot of people say is duplicated in other agencies of government, but I will say it is unique. It is a unique approach to working across borders to highlight the critical role of the legislative branch in emerging democracies. I just want to say that I support this bill as it currently is and would oppose the gentleman's amendment.
