I am not here to reiterate what has already been said about the partial-birth abortion procedure. We all know it is a gruesome and horrific way to end a life. We have heard the testimony of Brenda Pratt Shafer, a pro-choice nurse who wrote that witnessing this procedure was the ``most horrible experience of my life,'' and Mr. Ron Fitzsimmons admitting that we had been lied to about the frequency of abortions on healthy fetuses. We have been told that this procedure is used rarely, in dire circumstances and only to protect the health and life of the mother. But it is just not true. If we were to begin executing criminals by stabbing scissors in the back of their skulls and then sucking out their brains until the body goes limp, we would have every human rights group in this country screaming. I ask my colleagues to remember that over 400 doctors, including C. Everett Koop, the former Surgeon General, has stated that it is never medically necessary to have a partial-birth abortion. In fact, in many cases the health of the mother is highly at risk and jeopardized by this procedure.
