This afternoon I also rise in support of H.R. 2393, which, as has been mentioned, provides a long-overdue repeal of the country of origin labeling requirements for beef, pork, and poultry products. Over the years, this law has forced USDA to use limited resources to implement and enforce a program that has nothing to do with food safety, and there is little to no evidence that it has increased consumer demand, according to a USDA-commissioned survey. Serving as chairman of the House Appropriations Agriculture Subcommittee, I am very aware of the economic harm that this burdensome law has already caused U.S. livestock producers, and more economic harm is on the horizon. The World Trade Organization, the WTO Appellate Body, has ruled in favor of Canada and Mexico and found the U.S. country of origin labeling requirements are in violation of international trade obligations. Both the Governments of Canada and of Mexico have clearly expressed their intent to seek authority from the WTO to retaliate. This could end up suffering economic impact in this country of almost $4 billion. The FY 2015 exploratory statement accompanying the omnibus appropriation bill directed the Secretary of Agriculture to provide a report with his recommendation for establishing a trade-compliant country of origin labeling program.
