Let me say, Mr. Chairman, that I realize the importance that these grants do contribute, and the bottom line right now is we simply can't afford it in the position we're in right now. As we move forward for the FY12 budget, I'll be happy to work with the ranking member of the subcommittee and the gentleman from New Jersey as we move forward to try to work on this. But the bottom line is today we cannot afford this at this point, but I certainly would look forward to working with both of them as we move forward in FY12. At the end of the day, on the amendment today, I do urge my colleagues to oppose the amendment that we have before us.
