Again, I appreciate the gentleman's concern for the Federal debt, the deficit problem that we are facing in this Nation. Again, it is a very serious issue, and we need to address it in many ways. However, I would have to oppose this amendment, reluctantly. We have carefully reviewed the President's budget, the request that he has made, and we have tried to appropriately and adequately fund the mission areas within the Department of Agriculture. For that reason, again, we would have to oppose the amendment. Mr. Chairman, I reserve the balance of my time.
