If the State is able to use CDBG money for buyouts, this will certainly help them meet the demand for buyouts that currently exceed the funding made available through the hazard mitigation program. Is it correct that States eligible for this funding would be able to obtain waivers from the low to moderate income requirement in order to make use of this funding for the purposes of responding to their disaster needs?
