I object to my distinguished chair's motion to consider and pass the MILCON-VA appropriations bill. This is not because I oppose the underlying bill, as I have said. This a bill that has wide bipartisan support. Its support is predicated upon the premise that we will engage in what we call ``regular order'' here. Regular order, by its very nature, includes the ability to offer, consider, and to vote on amendments. If we were to agree to this unanimous consent request by the Senator from Maryland, we would be trading away every Member's prerogative on both sides of the aisle to offer and to vote upon amendments. I would, therefore, encourage the chair and the majority leader to revise their unanimous consent request to allow for an open amendment process. Until then, we will be compelled to object.
