Mr. Chair, I strongly support requiring all of our NATO allies to meet their 2 percent obligation, but arbitrarily cutting off funding to NATO with a war raging in Eastern Europe and Putin threatening us with nuclear weapons is absolutely the wrong thing to do. It also shoots us in the foot. Our force posture in Europe is dependent on the investments we make to NATO. We need a stronger NATO for our own defense. Mr. Chair, I urge all Members to oppose this amendment.
