To get them in airports. There are private folks that do exactly what you are doing inside your own program to breed appropriate bloodlines, train them up, to certify them, and then deploy them, just like you do. Why aren't we seeing those people used to supplement what you are doing to cover additional airports, bus stations, train stations, and whatever?
