The text of the amendment is as follows: Add at the end of title VIII the following new section: SEC. 843. POLICY REGARDING SOLID ROCKET MOTORS USED IN TACTICAL MISSILES. (a) Policy.--The Secretary of Defense shall ensure that every tactical missile program of the Department of Defense that uses solid propellant as the primary propulsion system shall have at least two fully certified rocket motor suppliers in the event that one of the rocket motor suppliers is outside the national technology and industrial base (as defined in section 2500(1) of title 10, United States Code). (b) Waiver.--The Secretary may waive subsection (a) in the case of compelling national security reasons. The Acting CHAIR.
