“In closing, I just want to make sure that we're clear: Republicans have committed to standing for all victims. This bill, or amendment, strengthens penalties for sexual assault, improves the Federal stalking statute, provides for enhanced investigation and prosecution of sexual assault, and provides services for victims. Most importantly, our amendment is constitutional, and it will stand up to constitutional muster from the court.
