what my colleague from North Dakota has just talked about is one of the mind-boggling events that has all of us not only stumped but outraged. Now, Mr. President, I believe this request has been cleared by both sides. I ask unanimous consent that at 5:30 today, the Senate proceed to a vote in relation to the pending Bond amendment No. 2061, with no second degrees in order to the amendment prior to the vote.
