It is a pleasure to rise today to join with my colleagues and urge them to support the President's nomination of Hector V. Barreto, Jr., as Administrator of the Small Business Administration. The nomination of Mr. Barreto comes at a critical time when the Small Business Administration's assistance and development programs will be tested very thoroughly as a result of the slowing economy. The SBA has a promising future and a very important mission that can best be realized with effective leadership to refocus the agency on the programs and missions established by Congress. I believe President Bush has shown his commitment to supporting that mission and the Nation's Main Street small business community by his nomination of Mr. Barreto. The need for a proven leader with a track record of business experience has never been greater at the SBA.
